Nothing to do with PPI/Accident, they are a company like webuyanycar, offering to purchase cars.

Either someone entered your number by mistake, or lucky random entry. Or your details were sold on from something you entered that number into.  :)

You won't cost them anything by phoning, and it wouldn't cost you more than your standard rate to call either of those numbers.
As Mark say's, it's random spam and all you can really do to stop it is add the number to your blacklist.
