Aircon is only off in either ECO mode or OFF :y

The setting you describe is Aircon ON, Manual Control (Auto recirculation off), Temp on HI both sides...

The fans still run because the aircon is still on :y

Please read the manual springs to mind... In the nicest possible way of course ;D :y

Ive just started it to check the air con pump spins the whole flyweel when air con is on but when its on hi (hot) mode the air con pump doesn't spin the outer flywheel if you know what I mean

All facelifts have aircon with electronic climate control, pre/mid facelifts had optional Aircon and optional manual/electronic climate control depending on Spec etc :y

Off the top of my head, temp set to HI might well switch the aircon compressor off, to prevent the fans from cooling the coolant and weakening the effect of the Defrost setting (HI) :-\

Coolant temp sensors and fan switches are independent of the aircon system, so the engine shouldn't allow itself to over heat if that makes sense  :-\
