Its common on every road every day.
 Traffic slows, - phone is ready- traffic stops- phone out arsebook/idiotering- traffic moves- arsebooker still sat there, realised traffic gone floors it traffic stops, arsebooker didn't,  O how I larfed. . :y

Out of interest, re: the letter of the law how do we stand texting in a stationary car in traffic jams. Or specifically - static traffic, handbrake on, engine off. I'd imagine the law states you're in the driver's seat so 'in charge of the vehicle' end of. But laterally, what's the difference between being  effectively parked in a traffic jam and texting, vs parked by the roadside texting?
I'm no expert, but I'd say whilst the keys and the driver are in car, they are in control of that vehicle. Look at people who have left a pub, knowing they've had too much and sensibly slept in the car rather than driving. Only to be woken up by a copper with 'please blow into this box' in his hand.
