I understand that due to EU rules car paints are now water based, leaving a dull and soft finish, which is given a top coat of lacquer to make it shiny. It peels off eventually, leaving dull patches. Is there any simple cure?

The simple cure is the only cure: sand the paint back to a good surface and repaint.

The lacquer peels because it hasn't bonded correctly with the lower surface. There are a number of reasons for this from poor application to mixing the paint incorrectly. It isn't a new problem caused by water based paint(and it's only the base coat that is water based, the clear is still solvent) Ford metallics in the sixties suffered badly from this.

You are right there, Nick. On all points. Its just bad finishing causes that. I had peeling on a repaired Rover 820, which was done by the supposedly best repairers in Wycombe.

1960's Fords were a nightmare....how many I repainted, I will never remember

Both passenger doors on my 2001 saloon are peeling from under window downwards,otherwise burgundy paintwork is good.I think the hard winter a few years ago started it...

Dont know if its relevant, but the bits that are losing the lacquer on my elite are the plastic bits, ie the boot spoiler & patches on the bumpers.
