Have not read the link but must point out that

Hartlepool is NOT in the county of Durham....... Thumbs Up! just don't mention 'Monkeys' if you ever visit.

this might shed some light on the infamous "monkey trial" - hence the term "monkey-hangers" as an insult to the good people of Hartlepool - Nickbat - apparently true story 

.....the only monkeys which spring readily to mind wore red berets and were universally hated to a man
