Our holder is pulled into the wall when the roll is fitted 'down' but pulled away from the wall when the roll is fitted 'up', so it's down to friction (and tightness )

To reduce the amount of loo roll that is pulled out squash the roll so it is no longer round at either end.When back on the holder it will then catch twice at the back when pulled and slow down the pulling speed and amount of paper used.I only know this as my Grandad was a real skin-flint
