I was being sarcastic by saying "All the Council's seam to give them out" to be honest.  :-/ .

There is a charge, I'm not sure if it's the same with all the Councils in the UK, but around these parts they used to charge you around £2.50p admin charge !.  So not exactly going to put people off trying to apply for one  :( .

They have loads of them in the car park in our town centre. Don't think you need a badge or anything to get one, just roll up and say you're too fat to walk.
Half of them get abandoned by the bus stop.

In Spain acccording to Benidorm healthy people hire them for their holiday :o :o :o :o
