Personally I think that's fair enough.

I've seen many instances where a colleague has entered the office for some work related reason that should have taken seconds, then spend ten minutes chatting about a non work related topic, and do the same in almost every department they happened to know someone.
They obviously know they are in the wrong as they suddenly develop a 'sense of urgency' regarding work when the boss comes in.
