First have a look to see if the butterfly flap closes fully, if not then someone could have put something like a cable tie as with mine around the bottom of the throttle cable to keep it open, have a good look around that area. Other wise re adjust the butterfly if needed until fully closed. If this dosent solve then clean out throttle body,ICV, and all the pipes (you might need some gaskets for the TB and ICV) also big pipe at back right of cam cover, if it goes into a flame trap, also clean this out, plenty of carb cleaner, then let it dry out. When you’ve got the throttle body off, polish off all the crap and make sure you clean out the small hole down in the intake manifold, follow the smaller of the two pipes that come from the front left of cam cover, this hole can be solid (small drill bit or stiff wire Just be careful not to damage,it’s a very small hole). The ICV is bolted to the side of the TB, Strip and clean out with carb cleaner, when clean lubricate with a bit of oil
