I'd say you definitely have the classic failing crank sensor symptoms.

Engine runs fine most of the time, the occassionally with no warning turns over and over but does not fire up. Come back later and it's fine.

Sometimes a new battery, or jump start, boosts the voltage just enough and the crank sensor springs into life.

On some cars you never get the 19 code and the 31 code always shows when the engine isn't running - no help at all.

Basically it will carry on being unreliable until one day it never starts at all.

Replace the sensor and the problem will just disappear.

If you're taking it to the same garage that originally diagnosed and
charged you for a Relay and a Fuel Pump  ::) , and also didn't understand
the import of the Tech 2 results they got  ::) , may I suggest you read the
above link before leaving this job to their tender mercies.

Make sure that they understand why you want the cable routing changed,
and that you'll be asking them to show you the new routing after doing the job.
That way you'll be sure that they do the job properly and..................... they
do actually change it.
