Outside Air Temperature Gauge

My car thinks it's basking in the South of France with the outside air temperature regularly in the high 20s. I need to bring a bit of reality back to its life.

Is the temp sensor that little grey stick thing poking out of the passenger side foglight grill? How to you get at it?

It's located right in the middle of the lower front bumper.  On the black grills in between the two front fogs.
