Power Steering Pump Pulley

Hi all, in the Haynes manual it refers to a three stage tightening sequence for the bolts securing the power steering pump pulley (can anyone explain why this is necessary?). I have watched the OOF DVD on how to change a cambelt & water pump (excellent viewing - highly recommended, £3 well spent) but the above procedure wasn't adopted. Also, the Haynes manual says that the water pump and power steering pulley securing bolts should be replaced when the parts are re-fitted. Are they stretch bolts? : :-?

Neither are actualy stretch bolts......the PAS pulley is not critical torque wise (tight is good!)

Water pump needs the loctite adding (this is why they say replace as the new bolts come with loctite already applies)
