I do believe that has been illegal for years, and it became so much of an issue that simply being in possession of hardware or software that enabled cloning in any way would result in the same mandatory term as what you get for having a sawn-off shotgun (5 years).

And if you succeeded, and ever managed to leave both phones on at once, it would be blatantly obvious to the service provider what you'd done.

Whether they'd be switched on enough to notice is another matter, of course. I'd have some monitoring on the network to detect it if I were in their shoes. ;)

A little bird told me that has been "de facto" since day one of going digital, and they monitor slightly more than just that  ;)
