ive dealt in alot of CAT C cars in the past and my understanding of it all was if your car has been written off it should re mot'd to confirm the roadworthness then followed by a VIC test before it can be class'd as legal for road use.

because most of the cars i brought didnt even come with docs as insurance companys do not supply them with the car, so this stops people getting hold of previous mot sheets (as from my understanding this cant be done without a logbook) and also no cars come with tax disc's so it stops the car be seen as " road legal " because it has to have a vic before you can apply for a logbook and tax it at the same time via a DVLA office!!
