mix up some pva with water and paint that on to the surface,then then paint will take to it,hth  :y

I had a constant battle with a wall that kept flaking paint off at the last house. I don't know what paint had been used underneath but it was flaking off in some places and stuck like the proverbial to a blanket in others. I would bite the bullet and take the wall down to plaster. That way you know you're only doing it once.

You have 2 choices, Albs. Quick and dirty now, to be repeated within the year, or bite the bullet, take your time and do it right now.
Before sanding the "edges" use a thin scraper around said edges to ensure you get all loose stuff off. It may not look loose, but it certainly will once you roll over it with a roller full of emulsion. The filler idea is fine, but not guaranteed. Personally I would go with Kevin's suggestion. Nah, you could empty your bank account and 2-Pack Epoxy paint it!  As long as the wall is dry and oil free it sticks like man-juice on an Essex girl  ;D ;D

Wash the walls with Sugar Soap.
Sand-off the flaking areas, and liberally coat these with PVA adhesive.
Paper the wall(s) with a Fresco-type wallpaper.
Paint in the colour of your choice.

Just completed the self same task here - job done! :y

Mrs Seth's very pleased with the finished result too, so 'happy days etc'! ;D

plasterers have an "in" joke of polishing one area so paint wont stick, it brings the fats to the surface,

rub down clean with sugar soap, and give it a light coat, then paint it properly.

Two answers saying much the same thing.That looks like a decision then.Visit to DIY shop tomorrow unfortunately. :(
Got loads of wet& dry,but no sandpaper.Plenty of bodyfiller but no pollyfilla. ::) ;D

as Martian said use easy fill made by gyproc we use it to tape and fill plaster board and smooth out joints etc  you can get it from brewers or jewsons small bags mix with water or ready mixed tub the later is easy to sand very easy and dusty though :y :y you will never use polyfilla again
