It's lady Ga Ga's dad, quite obvious :D, but then again put a mask on it and it could be mistaken for Loo Knee ;D ;D

Three things amiss with your suggestion:

Flotation device would be stealth and under the kilt, not apparent in the picture :P
Pink hair ::), more suited to DLK :y, should be ginger :P
Tights, again more DLK's style ::), as us scots wear lang socks wee oor kilts :P
