iv,e been told that I can apply for road tax refund online . if so what do I need to do?

Print out the form from website https://www.gov.uk/apply-for-tax-disc-refund-form-v14, fill it in, attach tax disc and enclose certificate of disposal, post to Swansea and hope they don't lose it and send you a cheque.

as far as i know you can only get a refund now if your name is on the v5

Used to work with HMRC when sending in your return, until they started online filing 

Quite often used to post mine through the letterbox at 7.30am on the 1st Feb before they opened......how do they know i didnt post it at 11pm on the 31st Jan

Worth a try anyway I'd say, sure what have you got to lose especially with it being bank holiday weekend. If you dont try you dont get. I assume this is linked to your other post ray so they may base the refund on the date of the accident anyway, I'm not sure on how it works
