There is, but in our Democracy there are the long standing rules about freedom as explained by various philosophers, but especially John Locke.

He correctly stated that freedom is a natural, God given right, for everyone.  But that freedom enters into a social contract whereby no one person's freedom impinges on another.  In other words our freedom is subject to us agreeing to live surrounded by other people and ensuring we do not hurt or hinder them.

The responsibility to USE that freedom correctly.

Unfortunately a very large percentage of the population have no idea of the concept of responsibility, and actually don't know the true meaning of the word "freedom".
