There is, but in our Democracy there are the long standing rules about freedom as explained by various philosophers, but especially John Locke.

He correctly stated that freedom is a natural, God given right, for everyone.  But that freedom enters into a social contract whereby no one person's freedom impinges on another.  In other words our freedom is subject to us agreeing to live surrounded by other people and ensuring we do not hurt or hinder them. ;) ;)

With freedom comes responsibility.

The responsibility to USE that freedom correctly.

Unfortunately a very large percentage of the population have no idea of the concept of responsibility, and actually don't know the true meaning of the word "freedom".

Its impossible to provide absolute free speech, as some dickhead always ruins it for all, be that OOFers constantly banging their political views down people's necks, or religious extremists doing unspeakable things in the name of a given religion. Or usually somewhere in between.
