I get them as well, I just don't answer just in case it's some scam.

They are sales companies who put a false number into their caller ID
They aren't supposed to do this and is illegal.
If you find out who they are then report them to trading standards :y

A service has been launched in UK recently that allows you to call someone, but the caller decides what number will show up on the other persons caller display/1471.

Called something like spookcall or similar.

Caller ID spoofing always been possible on isdn

I heard on the radio the other day people's mobiles are being called for one ring in the hope you'll call back. If you do you hear ringing as you'd expect but it's a recording & you're being charged. These scammers multi-call 1000's of random nos. through their pc.
Personally i never answer a witheld no. or a no. i do'nt recognize. My parents no. is witheld due to Dad being a vet but they leave a voicemail & i call them back as will any genuine caller.

tps? Its a voluntary code of practice, so isn't really that effective. Zenith Bowater still ring 2 or 3 times a week, despite me asking them not to, and reporting to tps

I sometimes use a programme on my N95 called VYKE. This is an internet telephone service that gives free phonecalls. If I dial a number the recieving phone sometimes shows up 0011111.
Hope this helps
