If by taking the air vac hose off the h.b.v.and plugging the end of the hose makes the heater hotter what is the problem....

I'd say the HBV is just doing what it's told to. There's a vacuum problem ..............

If unplugging the Vac hose makes the heater hot, we can assume the Vac is there to keep the matrix cool.

No Vac = Hot Matrix. 
Vac = Cold Matrix.

So;

Vac all the time not allowing the HBV to do it's job.

or

The HBV is over sensitive to the small amount of Vac which will be present.


Of course, the above may be complete bollards.  I'm just seeing the valve in my Merlot Mind and taking a punt from what the OP has said.

Checked and when vacuum is applied to the HBV, the water bypasses the heater matrix, and when no vacuum the water is sent through the heater matrix.

I think that breather is taken from the Vac Tank near the Pollen Filter.  Possible faulty Non Return valve.

First check is that there's a vacuum present ignition on and temp set to low. If there is a vacuum present then hbv is toast, no vacuum suggests a vacuum problem

Last time I saw this, it was a kinked vac behind the glovebox, that prevented the system removing the vac from the HBV, thus the HBV had constant vac.

The key, as BM suggested, is check if there is a permanent vac at HBV end. That will guide you to the next step

Any one know where the vac tank / pump is on a 2.2 omega.....the vac tube from the h b v goes across the car inside the engine compartment and disappears into the sound deadening  on the passenger wing.

It's a bugger to get to, but as Al says, it's just behind the Pollen filter.  I hope the wife has small hands and is willing.
