is there some kind of way of testing a vacuum solenoid to see if its doing what its supposed to

If it the EGR solenoid you need to test that's simple. Attach your vacuum tester to the EGR valve pipe start the engine and get it warm. On tick over there should be no vacuum open the throttle and watch the gauge  on the tester and it should register a vacuum every time the throttle is depressed on no vac' when you're off the throttle.
yes I did as you instructed & all seemed ok. just one thing next to the fuel filter there is a solenoid which has 2 vac pipes one is going back & runs along under the scuttle. I ran my fingers along it & I may have a split. I will check it tomorrow.

You'll need a Mityvac to test the system check my post from the other week I tested my vacuum system as I had a leak on the EGR side.
yes I followed your instructions you pm to me and all seemed ok. but sometimes ( not always ) at around 60-70mph eml will appear & stays on for a while. the car will maintain its speed but will not accelerate. after a few miles eml goes off & alls ok again. every days driving where I tend not to reach above 60 alls ok. the car itself seems very good on fuel & does not lose oil.
I suspect code is P0400 Critical System Malfunction ?

If correct, have another go at cleaning the EGR.

just one more question . should  the 2.2 dti have a gasket between egr valve & intake manifold. the reason I ask is because this mig has never had one. when I cleaned the intake manifold I ordered the 2 gaskets which were in stock. I asked about an egr gasket & was told at the time Vauxhall at Leeds had one & also described it as being a metal like gasket. I also was given a price of £9. now today again at local stealers I asked again but was told it came as a kit which consisted of  the top half of manifold + egr valve.
