If we'd set up a Guantanamo style penal colony on South Georgia and legislated that anyone who went off to fight for an unfriendly force and then tried to come back to Blighty would automatically do a 15 year stretch down there, no ifs, no buts, no parole or time off for good behaviour, I think that the numbers who went off to fight for ISIS would have been in the tens rather than the hundreds.
