Spoiled with 4-strokes, not cheap.  Yamaha and Honda both very good.

What size boat is it for Martin also do you intend to use it on inland waters or at sea?

A 10 foot inflatable with a limit of 3.5bhp.

Got a motor mount but I don't fancy going far under oar power.

Usage possible just off the beach up to 200 to 300m, ria, possibly river.

A very good small outboard is the seagull a bit basic by todays standards however basic means cheap, reliable and easy diy servicing. another consideration is an electric outboard they are light and quiet in operation. If you do use a boat of that size on the sea I would recommend only sheltered waters especially if it is a soft hulled inflatable.
Google boats and outboards good website for all things nautical :y

Not sure on costs, but Mariner used to do a good 4hp one.  In my early waterskiing days, both Mercury and Mariner were probably the best, followed by Johnston, for the outboards.  Obviously, no outboard is suited to skiing though.

I am going back a few years, so not sure whats what now...

Mariner and Mercs are still amongst the market leaders however there are a lot of new players in the game now, the choice is vast with alot of Japanese manufacturers producing quality products

They were what we used in the RN on the back of the semi-rigid Sea-riders. They were V4's and could really shift!

Dont forget its now illegal to sell a new 2 stroke engined anything in Europe.

2 stroke is cheaper 2nd hand, but eventually you will only be able to get the parts special order from the USA.

Evinrude and Johnston are the same engine.

At the sailing club we have had Johnstones, Evinrudes, Suzukis and Yamahas, all fairly good if maintained.

If your using it in salt water it needs to be flushed for 5 or so mins in fresh water or it will knacker it.

As for price a new Honda 2.5hp is about £350 to £400 and electric ones are closer to the £1000

My Dad has hed a Seagull for about 35 years, can be left for months if not years, with a bit of new fuel starts on the 4th pull every time

Is it?  I know they're not exactly popular as far as emissions etc but you can still buy a new scooter

Just to clarify:-

ALL unsold non-compliant 2-stroke outboards which were already in the EU before 1st January 2007 (for non-compliant four strokes, the date was one year before) may still be bought and sold

Basically what they are selling is the end of line stock, plus as they are phased out spares will be difficult to get hold of.

Honda and Kawasaki no longer make a 2 stroke engine because of the EU directive.
