Whilst I agree with you, my neighbour in this instance was parked in the outside bay nearest the road, and was slightly over the line marking the bay because
the person in the next bay was encroaching into the bay he was parking in.
The point surely is that the wardens look for any minor infrigement to dish out penalty notices.
The problem I see is who parked badly first your neighbour or the other guy and how does the warden tell? It's not that I don't sympathise but it rates as a pet hate, especially in Asda's car park, how is it I can put my mig dead centre between two lines yet the Corsa next to me is hugging or straddling the line.
The real problem is the Adolph, people were all parked, and going to local shops. OK some were slightly over the line or on the line, but not causing anyone any problems. No one was parked badly or in two bays, causing an obstruction etc. The bays in this area are very tight.
The only problem was the idiot in a uniform scooting round on a moped merrily slapping tickets on everone. I would have slapped him, we do not need this revenue making attitude from the council.
My pet hate is that being disabled I have a blue badge, and the number of people who use the disabled bays when not entitled to do so is unbelievable. The excuses are 'I will only be a minute', I am delivering', they don't half get indignant when I block them in

I need the extra space to open the drivers door fully, very much like parents with toddlers people seem to think they can just park in the reserved bays. A woman in Sainsburys car park this morning looked at me rather puzzled when I told her she had forgotten something...... YOUR CHILD
