Im not sure there will be planned tyre stops.Would changing to new tyres more than make up for the 30 secs. or so lost coming in to fit them ? :-/
Depending how the tires fail, yup, if they go all grainy, the super softs could be a lot quicker, but would not last as long.
Still think no fuel stops is going to make it more booring.
Last time I checked Tunnie, Brackley was smack bang in the middle of England. Not America.
Restricting fuel could work - eg, being able to up the mix for a couple of laps to overtake, but then have to back off to make it to end of race. Doubt FIA will do that.
I still reckon they seriously need to massively reduce aerodynamics. Make the engines as fast as you like, but little downforce. Oh, and get the current poofs out of the cars, and put people in prepared to race (Schumacher, for all his faults, was always a racer (sometimes dirty though))
