We had a similar cse around here with a student.

Sensible punishment

Drunk jumped on roof of car as Incredible Hulk

No fine
No criminal record
Down the total cost of the repair (or may have been a replacement car)

VERY apologetic

so thats his therapy for his disfunctional famiy argument.

if I was like I used to be I would say he needs a knee capping with a hammer drill at slow speed.  However, a less painfull but still unpleasant means of corrective treatment is to stick him in a sealed environment with several gas pellets for company.

Hmm you can always drive over the f... idiot and say that it wasn't you, the car acted on his own seeking revenge  ;D
Just kidding, but things like these really piss me off.
No fine or anything can teach people like these to behave properly. I don't know what I would do if I saw someone doing this to my car. Probably that person would end up in a hospital for severe hand and legs fractures
