the easist way to unblock it is to get at the rubber pipe where it comes out in the front passenger wheel archif tou turn the wheel all the way to the right ( I think) you will see it, it is a soft rubber tube, it is soft enough to wiggle by hand, leaves and crap will come out followed by abut 5 litres of stinky water! once done if you look in the top as decribed by previous posts you will see the drain and you acn remove any rubbish there.

to help dry out the carpets if you look under the carpet on the left rea passenger side tou will see a round rubber grommet about 4cm across, this pushes out and will help it to drain away ;)

I found the easiest way to do mine was to 'suck' out the water with a hose using the gypsy fuel pump technique.  Scrap out crap in the bottom, then get wire coat hanger, cut to give a stiff wire and insert from behind f/n/s wheel.  Wiggle and add water to drain, repeat until completely clear... 8-)

TBH I am not sure about firing a pressure washer down there.  The route out is quite obscure and not straight (and different on different age cars),  so I suspect the pressure washer will just fill it up quickly so you can't see what you are doing -well you can't anyway, but this will likely just make it worse if its badly blocked up!

I couldn't reach all the way to the drain, so fiddled around for ages with a length of domestic wiring cable (I think as suggested on here).  If you've got a wet and dry vac , might work to vacuum most of the crap out then at least you can see a bit.

Its well worth adding this to the regular servicing list.

Ok had this problem on my facelift estate. The water is getting in past the seal on what you describe as the cut out up under and behind the glove box. The cause, the drain grommet which takes the rainwater away is blocked. You can access this by lifting away the plastic mesh grill just in front of the bulkhead, the bit where the wiper arm spindle passes through (passenger side). You need a torch and you will be able to see down there where water collects and should drain away. Mine was like a mini water holding tank, it was blocked and stank awful, been blocked for ages. I think what fills it up quickly if blocked is very heavy rain, and we have had some of that recently. Just poke a stick or get your hand in there and remove the debris.
I had to remove all of my carpets front and rear on that side then cut away carefully the sound deadning material to let it dry out properly. Beware on the facelift there are parts of the wiring loom that run under this matting  in  the passenger footwell, be careful with that stanley knife if you choose to cut it away for drying, best to as it starts to stink after a while.
Not sure whether it's the same on pre facelift models. Anyway keep checking to keep it clear of debris in future, especially if you park near trees bushes etc like me, all the crap gets down into this area and blocks it over time.

BTW if all of the foam sound deading stuff is wet  it's best to cut it all away and let it dry out of the car. It can be cut carefully so you can piece it back in when dry. It don't half soak up the water and won't dry in situ, takes about a week to dry off it's like a sponge but can't be sqeezed out so much. Mine was wet for a week before I decided to get it out because it started to smell awful.

 :y Thanks for everbody`s advise, much appreciated. Scuttle was holding about 3 litres of muck and water. Managed to get missus to stick her arm in and pull drain grommet out. All nice and clean and shiny now. Must remember to check it on a regular basis, especially after the downpours we`ve had here. Weekend job is now removing the carpet and soundproofing weather permitting!!!!!!!
