Misbehaving fans

Cooling fans were not coming up at any temp and tests showed that it was faulty fan switch, the one below the top water hose. Changed it and it cured, BUT... Now, when hot, the fans turn on and almost immediately off, on and off, on and off. Continiously. So they start to run, slow down, start again, slow down again, how to say they "wave" as a old firetruck siren  :D... Is this normal? Sticking relay?
