Vectra 'b'? The socket is under the panel below the handbrake lever (under your knuckles when hand naturally on handbrake).
Vectra 'c' take out the ashtray in the front and the socket is behind there.

I've just scrapped a good cylinder head from a '00 1.8 Vectra, I still have the block on my front drive...
