The pulley is actually described as a torque damper in the parts list.
Im not sure wether it is intended to smooth the torque delivery to things driven off the aux belt or wether it acts as a vibration damper to the crankshaft.

The rubber bonding can fail and the outer rim of the pulley comes off so replace it if it is badly deteriorating.

thank you...my main reason for asking is i have said on here recently i have a bad vibration on tick over in drive with foot on brake and the car shakes somewhat...replaced engine mounting....other one ok...gearbox mounting appears ok...exhaust mountings ok..so i was looking under the bonnet to day could not find anything wrong ..put my hand on top of engine and it does vibrate a bit...nothing loose or brackets broken then i spied the crank shaft pulley with this rubber in it just appears to be trying to escape just a bit.....so i may as well change that and see...thanks ray...
