Having used the torque wrench to tighten to the specified figure, what is the purpose in then further tightening to a specified angle?

Some bolts stretch (by design), so an actual torque value is irrelavent.

heads are something like 30nm, then 90 degrees, then 90 degrees, then 90 degrees.
(and bloody hell, is that tight to do up!)

Yep, the initial torque just gets it to a baseline where all the "slack" has been taken out. Angle tightening then theoretically adds a defined amount of "stretch".
