Omega General Help / "Projector headlights"?

I saw these mentioned on the post about headlight covers.  

What are they?
Can they be retrofitted to my '99 minifacelift CD?
Were they are standard fit on some models (and thus available second hand) or do I have to buy new/stealer?

Hi guys, new owner of Silver '99 T 2.5 CD and lovin'' it.  Takes me back to my rear wheel drive Volvo days.  

After a quick oil change the day after I bought him (T---ARF, so Arfur  ;D) I took him for a 1200+ mile trip to and around Cornwall and back which he handled beautifully.  Even got 35+ mpg taking it steady back up the M5, just as good as the 1.8 406 he replaces (with a lot more "poke" and MUCH more comfortable)

Just passed it's MOT for the next 12 months (despite its 144K miles) only needing a front brake pipe.  Off for it's cambelt change next week as recent service history is a little patchy, previous owner has book stamped to 122K (in 2002??)  but then "did it himself" since but no receipts to say what he did and no record of a cambelt - ever(!) Still what do you want for £500  ;D

I'm sure I'll be back here asking questions soon - got the headlights to change (found a couple on Ebay) as they are past their best.  They are kind of "yellowed" and almost frosted - is this common? They work OK but look nasty  :(  Also having fun with the aircon, reckon it needs a re-gas - anyone know anywhere cheap around Leeds??

Hi Ladies and Gentlemen,

If you should need a re-gas and are anywhere near Pontefract in West Yorkshire (near M62/A1 intersection) then I can recommend the guy who has just done mine tonight. If you will travel to him then he is very reasonable and did a very thorough job.  Recovered/vac'd out what gas was left (not much), did leak test (no probs, phew!) and re-fill with 950g of R134r.  Thorough test of all parts and it now goes down to Icy cold in no time at all.

He does advertise on Ebay {no link as per rules but search for johnr5281} where is offering £25 as a special right now but he has said this won't last (will be going back up to £30). You can also email him directly on info@jrph.wanadoo.co.uk (he did say I could post his email addy!).

Only does this in the evenings as he has a "proper" job as a plumber but he was very professional, had ALL the gear and was very straight to deal with, a real top bloke.  He can also deal with minor pipework/hose/seals/repairs on your A/C system.

As you can guess, I am well pleased.   ;D

After seeing this mentioned in an exhaust thread, I wanted to know more. Ok so I had a search without much success other than lots of mentions of it, didn't really learn much.

So for me, and my fellow noobs;

1. What is it?
2. What will it do for me? (save me some cash I presume!)
3. Where/how do I get one?
4. Where can I use it?
