I'd try and swap over the ballast (igniter, starter, rectifier, square metal box thing mounted to underside of headlight unit!) with the one on the good side and see if the problem changes side, if it does then you need a new ballast pack...You mean HID

Turned off doesn't necessarily mean they are consuming no current.

Always adviseable to connect via an ignition switched supply to ensure that when the keys are out, the system is dead and cannot inadvertantly drain the battery.
