How long does it take to remove instrument cluster?

I have to replace a bulb for right two gauges.

About 5 minutes ;)
Including refitting and a cuppa ::)
It tends to take me a little longer  ::) (but not much) assuming the car has a tilting steering column.

My first (1994) Omega didn't have a tilting column and there was no way it would come out without first removing the steering wheel >:(
