They can't catch them, and even when they do the owner/driver doesn't give a shit and is never likely to either.

However, take someone who is reasonably law abiding and threaten them and it's odds on they'll fold and pay whatever is requested.

Exactly K, that's what makes the system of enforcement by technology work so well. 

They win in many ways as, for the most part, there will be a far greater number of ordinary individuals falling foul of the technique than dedicated criminals.

Talk about being fillited where you stand, this lot have it down to a fine art.
