Not got wiring diag for 96 handy, but it is seperately fused. pretty certain there is a latching relay though.

Hopefully someone with a diag will be along shortly

I had exactly the same problem. Look at the wiring where it goes into the bootlid on the nearside hinge, broken wire ? reconnect it, sorted.  :y

i recently fitted a to bar, wired in no prob then found two black and blue wires in the plug got the multimeter out, both were live, so picked on at random. so far all good, all trailer lights worked including both fogs. looked at the car the nearside fogs out. then couldnt remember if id ever seen it light up. after bulb checks and much messin about joined to the two black and blues together( as in mine the n/s fog is joined to the o/s fog in the tow plug) then to trailer fog wire. hey presto all working, your problem is different but its a black and blue wire that goes to them. :y
