So whilst this is not a problem for your average oligarch, what does your average Ukrainian drive?
Are there no exceptions/exemptions?
My mate is moving to Uganda in July where they have similar import duties on used cars. However if you have owned the car for more than 3 years you are exempted from import duty. He's shipping his '03' BMW 325 as it's cheaper than buying a similar one.
I'm already half expecting emails along the lines of ' Can you send me a couple of shock absorbers as I've bust mine... ' 
Where they are member of the WTO they have had to reduce the taxes on new cars and manufacturers used to get around it anyway by leaving things like seats out, these were then fitted locally, so it classed as local manufacturing. New car prices aren't that bad. Very often a 2 or 3 year old car is almost the same price as a new one!
There are many foreign makes especially Chevrolet and Daewoo where there is local manufacturing by GM, Chinese and Korean are popular, Mercedes and Lexus for the well at healed. In Kiev about 80% of cars are now modern and 20% old Ladas and in the poorer areas the opposite. It is like the UK with no particular brand allegiance so there are a wide variety of makes and models.
Where the oligarchs that own the car manufacturers also are deputies and ministers in the government they applied to the WTO to raise import taxes a bit with was granted to try and protect their uncompetitive old soviet manufacturers which can only compete on price not design or performance.
