I think Tesco's has switched mode power supplies for dead cheap.

Trouble is that I suspect its more than that.

I know if I was cobbling one of these up for the mass market I would select a cheap wall wart of the correct voltage with built in current limit so it could directly charge the battery with practically no other circuitry required which is hence why I suspect they use the non-standard voltage
