I think maybe a government run test stations, which DO NOT offer any repair services may be a better option, a more 'honest' opinion possibly. and leave the garages to the repairs.

How long before the government saw the repairs as a nice little earner?

They use that system in Spain. Lovely clean, efficient purpose built stations. Only three or four a county. Repairs are carried out elsewhere in a normal garagae or by the person. It would cost a lot to implement in Britain and the garages would lose a lot of dosh. The MOTs cost about the same as in the UK. You can even book your appointment online.

The same system as operates in Northern Ireland. :y
