New York City, it would seem.

According to Googeland.-

'According to Marc Bolan, he and Rod Stewart were sitting on a park bench in New York when a girl roller-skated by holding a frog. Hence the songs only real line, "Did you ever see a woman coming out of New York City with a frog in her hand?"
