my drivers door card lower tray seems to have water getting into the floor of it, does not appear to be coming down from the window/above, would it be possible to come up from the base of the door ?

Unfortunately anything is possible on an Omega 

Can't see it rising tbh. Have you had the door card off at all? Just wondering if the internal membrane is intact, and if the water is coming in from the outside, though it shouldn't be if the external window seals, etc are in place. Also check around the grommets where the electrics enter the door.
