Ideally when warm. But be warned. With the reaction between the steel glow plug and the alloy head, the glow plug doesnt always come out without a fight. If it feels like its going to snap, leave it.

Slacken them, spray with plusgas or penetrating oil, and tighten. Repeat the process. It sounds like they will come out with a little patience... when you get them out clean the threads with a M10x1.0 tap, coated with grease to hold the swarf.

A M10x1.0 tap wont appear in most sets, but you can get one off ebay.
