Banks are hacked on a rgular basis, they darnt admit, but they end up taking on the conmen as security advisers.
Look at the hackers that gained access to the white house and the pentagon.

Lol, IP addresses have jack to do with it as they are a layer 3 transport protocol and not even allocated by the home PC (in general) as they are issued by the BRAS (in the case of most broadband setups). Hence they are part of the layer 3 packet header which finds its way to the local host......in effective its the address for which the remote host is being told to retrun the requested data to!
Remember also that banks etc are trying to maintain security whilst maintaining remote login (to allow online banking etc).......thats where it is hard.
Locking down a PC so no remote access can occure is an easier task
