Been in this house 12 yrs approx & there is'nt any stop cock tap in the house at all theres one to the boiler in boiler cupboard been under floor boards ages ago before my hip problems & theres just a maze of pipes but no taps besides like you say there should be something in house too as well as outside that can be reached in emergency..
