hope you all had a merry Christmas and will have a good new year.
Now for the problem my car is In the garage for a head replacement and this morning I was told that they had a problem as i have had a brand new head and valves the only to do was to transfer the springs ,tappets and cams into the new head from the old one.The garage said it is all fitted until they attempted the turn the engine and it would not turn and said it turned ok when they slightly undid the cam bolts are they doing something wrong or do I need brand new cams.

Either the parts supplied are faulty or they are doing something wrong. If they know what they are doing they will check that the parts are good & compatible with each other before assembly. (If they threw it together without checking then I would argue that they did something wrong.)
First thing to ask is whether they checked that the cams fitted the head before it was bolted down
Second, whether they fitted the cam bearing caps in the correct order.
Third, whether the cams are bent
Fourth, whether the head has been distorted due to being torqued down unevenly or due to the block face being uneven or covered in lumps of the old gasket.
