Does it sound tinny, maybe slightly rattly, and distant (and quiet)?  If so that's usually a broken or poorly seated speaker..

Hmmm....not really, Aaron. Just lacking in volume. :-\

I can't believe they are all like this. The P10 is the latest model.

Cheap headphones with too high an impedance/low sensitivity possibly?

Measure the impedance of the current headphones, you want it as close to 16 Ω as possible, and with a sensitivity that exceeds 100 dB.
Depending on how the volume restriction is carried out, it may be possible to root the handset and modify the audio config file to increase the DAC gain to increase the volume as done on some Samsung Galaxy S models.

The same applies to video footage.

Any ideas, chaps?

What happens if you plug in the ear phones - is sound normal? also test on loud speaker.

Fairly common fault these days but the fix will be £50 if you are not a phone techie and opening up is tricky for you.

I thought you said it was just the "in-call" volume that was affected?

Loudspeaker works fine.

Volume on video both with and without earphones is poor.  However, the volume for the chinese dancing girls video that came with the phone is excellent.

+1 for that.
DS2 was recently complaining that some of the MP3's he had were barely audible, turned out whoever ripped and encoded them had the audio level set dismally low when encoding them. Boosting the amplitude by +10dB in Audition got them back to what they should have been to start with.

PS
As it's Android, install MX Player as that has a software volume boost built in
