The heater fan on this car does not turn on any setting. I discover that the power goes first to the fan via a fuse, then to earth via resistors and a switch. There is power arriving at the resistors, but erthing it does not make the fan turn. I conclude the motor is dead. Haynes says replacement involves removing the facia - 4 spanners. Can it be done without?

Run a fly lead from the battery to the fan directly...

Does it spin? If yes hedgehog needs replacing. Simples.

Three and a half hours book time to replace blower motor,normally when the resistor on the rovers fail the top speed still works

Thanks chaps. I suspect motor is gone (brushes?) but worth a direct cable link to battery to confirm. I have found vague forum  claims that it can be done without removing the facia by slackening all the mounting bolts, but have found no-one who has done it on the Rover forum.
Now I have done the head gasket and recovered the idle it seems a shame to scrap the car for a heater fan motor.

Happy to report that one can indeed change the heater fan motor without removing the facia. Removing all visible heater mounting nuts and screws, and removing the obstructing carper and rubber sound insulation allows motor/fan assembly to be removed and replaced by working bits.

Not always 

Ive had a fan motor that would spin when run direct from the battery....but didn't 'in situ'.
Turned out to be the armature (not sure that right term) had gone black with carbon deposits from the brushes....cleaned with emery paper and it was as good as new

Gosh. Someone on the Rover Forum said he removed his heater fan, checked it with 12 volts across it, it ran, so he put it back. I cut the leads to my old heater fan and put 12 volts across them, motor did not run. So I replaced the motor. Reading your note this morning, I put 12 volts across the old motor, and it ran!
 I cannot explain it. Possibly a worn out  or stuck brush that the disturbance of the removal has freed, or maybe a dirty commutator turned to a better segment? When my son called out the AA with a failed starter, the AA man hit it with a hammer and it worked again.
