Going equipped is my starter for ten, closely followed by intent to deceive and finished with a driving without valid insurance/otherwise in accordance combo charge... Private property it may well be, but it is private property to which the public have unimpeded access and therefore considered Public highway wrt the Road Traffic act...

Well......for a start....he's defrauding a legitimate business.....also possibly using someone else's reg number. If someone drives into him in the car park, and details have to be exchanged, I'm sure his ins co would love the fact that he was on false plates at the time.

My sister fell foul of parking eye just over a year ago and received an £80 fine. She was aware of the rules changing in 2012 so she sent them £10 with an accompanying letter.
It said something along the lines of:
'I have sent £10 as a goodwill gesture and as a final settlement of this parking dispute. If it is accepted, I will consider this matter closed but, if it is not accepted, as a matter of principle I will take this matter all the way to court'.

She has heard nothing for over a year now, so was she just lucky or would they prefer not to go to court as it's difficult for them to claim costs back?  :-\

They have 6 years to get her. Don't be surprised if they start chasing in 5 years time.

The people suggesting moneysavingexpert and pepipoo are correct. The people saying ignore it are asking for trouble. Avoid ALL contact with them by phone/email - several of the defence methods rely on not telling them who was driving and saying/writing the wrong thing can scupper you. Follow the tried and tested routes on pepipoo/moneysavingexpert and you won't have to pay a penny, plus you'll cost them money.

I have sent the bastards an email (no phone number) claiming 'mitigating circumstances' for the 19 minute overstay.

So they now have contact details for you.  ::) If you had kept stumm they would have had to apply to DVLA for Registered Keeper details. That costs them money.

Worse, if you put something like "My wife was driving and parked in ....", you've told them who was driving - which is who is potentially liable for the charge.

This is not a criminal case - its civil. The standard of proof is "on the balance of probabilities", not "beyond reasonable doubt".
