Dirty No. Plates

Was driving on the A14 yesterday and was surprised at the number of cars with unreadable plates. In these days of ANPR cameras for traffic policing, how do the authorities get to find if the cars are taxed/ insured etc. if. the plates are unreadable? Perhaps our resident traffic cop can enlighten me. :)

By stopping said dirty number plate driver and relieving them of £50 in terms of a fixed penalty  :D ;D :D ;D

Education is better than enforcement, and doesn't alienate the already persecuted motorist.
