Looking on the HP website for that model suggests that driver and software is only available up to Windows 7 and I think that may be your problem.

Rubbish - the HP site confirms op's printer as Win 10 compat and advises a win 10 driver - look under OfficeJet win 10 compatability  ;)

@OP - you need to totally uninstall any previous printer drivers prior to using new driver.  Unplug printer from usb port, run new driver software, and connect printer (switched on) when prompted.

Thats for computer drivers NOT printer drivers ::)

When it was rebuilt did you use a new motherboard or the original one that came with the machine?
I honestly don't know... Got rebuilt due to hard drive failure...

 I know  ;) if the printer is compatible with Windows 10 and has drivers for Windows 10 the the problem may lie else where, the PC isn`t compatible with Windows 10 in original format but has been rebuilt but to what extent we don`t know. If it`s still on the original motherboard then it`s highly likley that that is the problem as there might not be Windows 10 drivers for that motherboard if you get my drift.

Although you can install windows 10 on the machine and most of it might work there might be a couple of things that don`t.

My old Toshiba laptop ran Widows 10 but a couple of things never really worked properly and then it just gave up the ghost but I`ll gamble that there weren`t all the drivers for it, the trackpad being one, in Windows 8.1 it was fine and worked flawlessly but was not a happy bunny with Windows 10 and the track pad inherited some strange behavior.

It`s unlikely the motherboard will have been changed for a hard drive failure, CPU-Z could tell us which motherboard is in the machine then a quick look on the website should say if the drivers are available for Windows 10

This does not sound like a PC <> Windows 10 incompatibility, more a printer driver conflict.

Taxi Al - dbug's advice above is a good start. Though I'd look in install software list (Start, type "Add or Remove programs") and select the one with cog next to it), and remove anything related to hp printers first.

Call to DriverPackageInstall returned error 1627 for package
'C:\Program Files\HP\HP Officejet Pro
8600\DriverStore\Pipeline\hpvol09.inf'

That's 10 times now... >:(

It still thinks the printer is plugged in... the cable is unplugged both ends, wireless is off and the printer might as well be in Scotland it's that disconnected...

Tried the fresh out of the box plug it in and see what happens approach as well...

Printer is now in the device list, but no amount of trying will get it to load the drivers... keeps coming back to that same message :-\

That didn't work either...

Printer is showing in device liust, but states No driver, requires troubleshooting... Small print on HP site says that product drivers from pre 2013 might not have been developed for Win10 and therefore devices might not work properly and, in some cases, not at all :'(

Plugged printer into my Windows 8.1 laptop, self installed in about 2 minutes, working perfectly, so obviously a Win10 driver issue...

Thanks for all the suggestions, but looks like we need a Win10 printer :-\
